THE GENERAL AVIATION
AWARENESS COUNCIL PLANNING APPLICATIONS DETAILED A
main problem surrounding all types of flying sites - from a major airport
to a microlight airstrip - relates to the environmental issues.
While visual intrusion, road capacity and other aspects may feature
in many cases, by far the most prominent cause for concern is noise.
In this publication the General Aviation Awareness Council has
sought to bring together a package of information based on research into
planning applications and appeals over the past five years.
One finding was that only 37% of aviation related cases are
permitted at the application stage but that 57% of these decisions are
overturned on appeal compared with 87% and 33.5% respectively on all
applications and appeals. From this it is apparent that more thought may be needed by
local authorities before rejecting aviation-related applications. The main content of this folder - Section
C - is based on information assembled by Ron Banks, BSc, C.Eng, M.I.O.A.,
who as the Council's Noise Consultant, has experience of handling noise-related
matters at several small aerodromes.
The results have been integrated and expanded by Anna Bloomfield,
B.A. (Hons), M.R.T.P.I., the Council's Planning Co-ordinator, who has
worked in local authorities and in private practice; in recent years she
has specialised in cases involving aviation issues.
My own background is in General Aviation, including pilot training,
aerodrome management and flight safety work, but since 1988 I have been
involved in planning and related matters concerning considerably more
than 300 aerodromes and airstrips throughout Britain. This
and other work carried out by the General Aviation Awareness Council is
